In this work, he examines theoretical and applied problems related to the «actual sovereignty» concept he put forward in the late ‘90s. Validity of this concept is illustrated, in particular, with the policy and achievements of such states as China and India. The author dwells on relevance of this concept for Russia, its foreign, defense, economic and scientific policies.
