The priority national projects may be described without exaggeration as an important trend in the life of Russia. In 2006, not only federal, regional and local authorities, but also a considerable segment of public have become involved in their realization. The large scale and comprehensive nature of the national projects make it possible to assert that their very concept goes far beyond the framework of individual government programs, no matter how extensive they might be. The changes brought about in their realization are going to have a profound effect on the socio-economic, psychological, social and, in the long run, political spheres of Russia. The articles offered in this collection deal with certain aspects of realization of priority national projects, their interaction with the new socio-economic policy and strategy of Russias growth.
Moscow , Europe Publishing House, 2006, pp 96 The National Project «Accessible housing», setting down objectives and financial resources for their achievement, did not, however, specifically indicate the ways and methods of doing this, which resulted in a serious fighting over the priorities of the new construction. This is far from being an academic discussion. Big construction business is trying to use the National Project for securing its market monopoly. Medium business is seeking a way to break the monopoly of large contractors. The authors of this brochure definitely call for expanding the supply on the housing market and normalizing the market, which is understood as expansion of the commercial rent zone (rental housing) and adjustment of the concept of social rental. The authors show ways towards a relative cheapening of housing construction without reducing the necessary comforts and with due account for overall costs of not only construction but also maintenance of the housing.
